Procurement for development and design of a weather index-based livestock insurance product for the Namibia Africulture Insurance Scheme

NASRIA is mandated to carry-on short-term insurance business relating to Special Risk Covers as well as to promote the development and participation of the Namibian people in the insurance industry in Namibia.

NASRIA is expanding its Special Risks Insurance services and embarking on exploring the Agriculture Climate Change Solutions through its Namibia Agriculture Insurance Scheme (NAIS). The NAIS is going to be a Specialized Insurance product based on the (pure rainfall) Weather Index Methodology aimed at mitigating challenges faced by Namibian Farmers/Communities due to the impacts of climate change risks primarily because of drought and excessive rainfall/floods.

NASRIA is now inviting interested and experienced Actuarial Consultants/Experts/Firms to apply for the development and design of a (pure rainfall) Weather index-based Livestock Insurance product.

MINIMUM COMPETENCY REQUIREMENTS:

• At least a B-degree in Actuarial Science, Statistics, Agricultural Economics or Agribusiness.
• Minimum of 5 years of professional work experience in Agriculture Insurance products design, and Risk Management.
• Have legal capacity to enter into a contractual agreement.
• Not have been insolvent, bankrupt, receivership or wound up.
• Experience in Agriculture Weather Index-based Insurance products/schemes developments.
• Experience in providing premium rating/calculations consultancy services and capacity development.
• References and expertise in agriculture insurance developments, design, and implementations in Africa.
• In-depth understanding of reinsurance markets, donor agencies, grant solicitation and other financial support mechanism.
• Extensive experience in insurance policy wording, planning and management of public and private institutions and NGOs.
• Strong client support and results orientated.
